1, Developer Users

• Legal firm or foreign subsidiary who's develops urbanization works, construction infrastructure of services inside Free Zone.

2, Operating User

• Legal firm, people, public, private or mixed society who's constitute themselves to make activities inside Free zone.
• Develops activities promotion.
• Manage one or several free zones.
• Must have operation authorization of the Ministerio de Comercio Exterior.

3, Industrial User of Goods

•  Legal firm or subsidiary of  foreign society that develops activities inside Fres Zone, activities like produce, assemble, and transform industrial products for it's sale in external markets.

4, Industrial Users of Services  

• Consulting.
• Insurance.
• Technical Services
• Telecommunications
• Transport
• Software and information services 
• Television

5, Commercial Users

• Storage
• Manipulation
• Distribution
• Packing
